Yep, he's his Brother. He features in the introductory cut-scene to Vice City. Jordan has posted a nice article about the "Vance Brothers" on PGTA, which should help you jog your memory.

i think victor vance is going to be awsome to play as atne main character, plus no on enows anything about his past or background so anything is possible with this character
