Title: why are my cars so slow?

on a straightaway, someone in the same car will blow past by me. why? dont tell me to turn down my settings, cuz i already did. my ping isnt that high and my game runs smooth. but the cars around me just blow me by for some reason and it pisses me off. any ideas?
will re-installing help you think?

MTA said they have the Frame Limiter permenantly on because faster computers would make the car go faster. Maybe they figured out how to turn it off?

I think I remember him mentioning he does. That could be it or the speed hacking. I'm not sure about MTA: SA, but I do remember people in MTA: Vice doing it.
